An outstation customer with other state address in his Aadhaar Card will have to provide local reference document which will include name, address, and contact number if he or she wants to purchase a new SIM outside his or her home circle.

For example if an Aadhaar Card holder of Pune might have settled or might be doing job in Chennai and if he wants to purchase a new SIM he will have to provide name, contact number, address of a person from Chennai Circle. This details will be required as in such case the Aadhaar Card will be treated as proof of identity and not a proof as address.

DoT has directed the telecom companies that local reference will be mandatory for issuance of new SIM Card to any outstation customers. Once the outstations customer provides local address to obtain a new SIM Card, his details will be recorded in digital customer acquisition form (CAF). The CAF will also include the name, address and contact number of local reference person.  Before a new SIM is issued to the customer the agent will verify the customer’s residence by calling the local reference. Once receiving confirmation and approval from the local reference the eKYC process will be followed.
